Resolution passed by the Ontario NDP on November 4th, 2012:

BILL 115 “PUTTING STUDENTS FIRST” LEGISLATION


Whereas Bill 115 violates the right to collective bargaining, a right protected under the guarantee of freedom of association in the Canadian Charter of Rights and Freedoms;


Whereas Bill 115 predetermines and manages the outcomes of local collective agreements with teachers and education workers and local school boards;


Whereas Bill 115 gives the Minister of Education the power to impose collective agreements on teachers and education workers;


Whereas free collective bargaining works; negotiators can find solutions that reflect economic realities that work for all sides; and


Whereas Bill 115 sabotages the free collective bargianing process thereby severly restricting negotiators in attempting to reach acceptable local agreements.


Be it resolved that the Ontario New Democratic Party use its legislative powers to have Bill 115 repealed so that teachers and education workers can negotiate local collective agreements without government interference.
