Ce rapport d\u00e9clencherait un compte \u00e0 rebours de dix-sept jours avant une gr\u00e8ve ou un\u00a0lock-out.<\/p>\n<p>Ces personnes, repr\u00e9sent\u00e9es par les\u00a0<span class=\"caps\">SCFP<\/span>\u00a05191 et 1883, offrent une gamme de services \u00e0 Waterloo, notamment en soutien param\u00e9dical et logistique, en sant\u00e9 publique, en garde d\u2019enfants et en aide sociale. Les deux sections locales sont sans contrat depuis plus d\u2019un an; l\u2019employeur ne participe pas \u00e0 la d\u00e9marche de\u00a0n\u00e9gociation.<\/p>\n<p>\u00ab\u00a0La R\u00e9gion de Waterloo a montr\u00e9 peu d\u2019int\u00e9r\u00eat \u00e0 n\u00e9gocier avec nous\u00a0\u00bb, r\u00e9sume Luke McCann, pr\u00e9sident du\u00a0<span class=\"caps\">SCFP<\/span>\u00a05191 et ambulancier\u00a0param\u00e9dical.<\/p>\n<p>\u00ab\u00a0Nous sommes reconnaissants de l\u2019occasion qui nous est donn\u00e9e de servir nos collectivit\u00e9s et nous voulons continuer \u00e0 travailler, pr\u00e9cise-t-il. Tout ce que nous recherchons, c\u2019est le respect de l\u2019employeur par la reconnaissance de la valeur de notre main-d\u2019\u0153uvre. Nous m\u00e9ritons un contrat\u00a0\u00e9quitable.\u00a0\u00bb<\/p>\n<p>Noelle Fletcher, pr\u00e9sidente du\u00a0<span class=\"caps\">SCFP<\/span>\u00a01883, une section locale qui repr\u00e9sente plus de 900 personnes, a d\u00e9clar\u00e9 que la R\u00e9gion de Waterloo a toujours \u00e9t\u00e9 irrespectueuse au travail et \u00e0 la table de n\u00e9gociation, au d\u00e9triment de la main-d\u2019\u0153uvre en grande partie f\u00e9minine et des services qu\u2019elle\u00a0fournit.<\/p>\n<p>\u00ab\u00a0La R\u00e9gion de Waterloo ne semble pas se soucier des services que nous fournissons. Elle a vot\u00e9 la fermeture des cinq garderies qu\u2019elle g\u00e8re. Il s\u2019agissait des seuls \u00e9tablissements qui \u00e9taient rest\u00e9s ouverts pour accueillir les enfants du personnel essentiel. Sa d\u00e9cision abandonnera plus de 200 parents et 80 membres perdront leur\u00a0poste.\u00a0\u00bb<\/p>\n<p>Mme\u00a0Fletcher ajoute que les membres de sa section locale sont principalement pr\u00e9occup\u00e9s par la s\u00e9curit\u00e9 d\u2019emploi, le manque d\u2019investissement dans la sant\u00e9 mentale et les mises \u00e0 pied imminentes d\u00e9coulant de la r\u00e9duction constante des\u00a0services.<\/p>\n<p><strong>Charge de travail et manque de\u00a0soutien<\/strong><\/p>\n<p>Les deux sections locales du\u00a0<span class=\"caps\">SCFP<\/span>\u00a0citent le manque de soutien de la part de l\u2019employeur pour faire face \u00e0 une charge de travail plus lourde, le mauvais moral en milieu de travail et le manque de soutien en sant\u00e9\u00a0mentale.<\/p>\n<p>\u00ab\u00a0Le personnel ambulancier est \u00e9puis\u00e9, dit M.\u00a0McCann. Nos membres se sont consid\u00e9rablement mobilis\u00e9s pour la communaut\u00e9. En plus de r\u00e9pondre aux appels d\u2019urgence, nous soutenons la communaut\u00e9 de mani\u00e8re continue avec des cliniques de d\u00e9pistage et de vaccination\u00a0<span class=\"caps\">COVID<\/span>, du personnel param\u00e9dical communautaire qui soutient les soins \u00e0 domicile et du personnel logistique qui s\u2019assure que toutes les ambulances et l\u2019\u00e9quipement sont efficacement d\u00e9sinfect\u00e9s et\u00a0r\u00e9approvisionn\u00e9s.\u00a0\u00bb<\/p>\n<p>\u00ab\u00a0Nous avons travaill\u00e9 tout au long de la pand\u00e9mie avec peu de soutien significatif de la part de l\u2019employeur, en particulier \u00e0 la table des\u00a0n\u00e9gociations.\u00a0\u00bb<\/p>\n<p>Pour illustrer le m\u00e9pris que t\u00e9moigne la R\u00e9gion envers sa main-d\u2019\u0153uvre, il mentionne la proposition de l\u2019employeur d\u2019\u00e9liminer les postes partag\u00e9s. Ceux-ci permettent \u00e0 deux personnes de partager l\u2019\u00e9quivalent d\u2019un poste \u00e0 temps\u00a0plein.<\/p>\n<p>Le personnel param\u00e9dical r\u00e9clame des am\u00e9liorations aux cong\u00e9s de maladie pay\u00e9s et une r\u00e9mun\u00e9ration comparable \u00e0 celle des municipalit\u00e9s voisines pour aider \u00e0 r\u00e9soudre un probl\u00e8me de recrutement et de\u00a0r\u00e9tention.<\/p>\n<p>Noelle Fletcher du\u00a0<span class=\"caps\">SCFP<\/span>\u00a01883 tisse un lien entre le manque d\u2019investissement de la R\u00e9gion dans la sant\u00e9 mentale et son insensibilit\u00e9 \u00e0 cette\u00a0probl\u00e9matique.<\/p>\n<p>\u00ab\u00a0Nous avons perdu deux membres en un week-end, \u00e0 cause d\u2019un probl\u00e8me de sant\u00e9 mentale et d\u2019un cancer, raconte-t-elle. Nos membres \u00e9taient d\u00e9vast\u00e9s de perdre leurs coll\u00e8gues, mais il n\u2019y a eu aucun soutien imm\u00e9diat pour acc\u00e9der \u00e0 des ressources, ni aucune reconnaissance de la part de\u00a0l\u2019employeur.\u00a0\u00bb<\/p>\n<p>Elle souligne le cas d\u2019un membre du volet services communautaires, une m\u00e8re monoparentale qui n\u2019a pas pu avoir acc\u00e8s \u00e0 un soutien psychologique ad\u00e9quat pendant qu\u2019elle vivait une exp\u00e9rience traumatisante o\u00f9 son fils de deux ans \u00e9tait trait\u00e9 pour une tumeur au\u00a0cerveau.<\/p>\n<p>\u00ab\u00a0Nous avons un acc\u00e8s tr\u00e8s limit\u00e9 aux soutiens en sant\u00e9 mentale. Dans son cas, elle a d\u00fb d\u00e9penser de l\u2019argent de sa poche pour le bien de sa propre sant\u00e9 mentale. Pendant ce temps, elle a utilis\u00e9 tous ses cong\u00e9s de maladie pour s\u2019occuper de son fils, puis elle a d\u00fb faire face \u00e0 un processus on\u00e9reux pour pr\u00e9senter une demande d\u2019invalidit\u00e9 de longue dur\u00e9e aupr\u00e8s de l\u2019assureur de l\u2019employeur. Nous ne sommes pas gourmands; nous demandons simplement qu\u2019on nous traite comme des \u00eatres\u00a0humains.\u00a0\u00bb<\/p>\n<p><strong>Au sujet des sections locales 1883 et 5191 du SCFP<\/strong><\/p>\n<p>La section locale 1883 du SCFP repr\u00e9sente environ 900 travailleurs de la sant\u00e9 publique, des garderies, des services sociaux, des finances, de la TI, du logement, de l\u2019administration, des mus\u00e9es, des biblioth\u00e8ques, de l\u2019application de la loi, d\u2019ing\u00e9nierie, d\u2019a\u00e9roport, de site d\u2019enfouissement et du transport.<\/p>\n<p>La
